Fear is...

Because fear is a pliable emotion, shaped and reshaped by moral instruction and ideology, the sovereign has great power to define its objects. No sovereign automatically possesses such power; indeed he often competes with 'private' men attempting to persuade people to fear objects he has not authorised them to fear.
